The Hurricanes Youth Rugby Council was formed in 2006 as the body responsible for the administration of teenage representative rugby across the seven Provincial Unions now comprising the Hurricanes region (Hawkes Bay, Horowhenua-Kapiti, Manawatu, Poverty Bay, Wairarapa-Bush, Wanganui and Wellington).
With the support of New Zealand Rugby, the Council manages tournaments and competitions for the Under 15, Under 16, Under 18, Under 19 and Under 20 age-groups, involving over 50 Provincial Union representative fixtures per year. The Council also works with the New Zealand Schools Rugby Union Inc. in administering qualification competitions for the National Boys' and Girls' secondary school competitions. Recognising the growth of Sevens Rugby, the Council also organises an annual Sevens Tournament for secondary schools within the region.
The Council is a registered incorporated society and is governed by an Executive Board comprising representatives from the member Provincial Unions and Hurricanes GP Limited, with whom the Council has a close relationship. Many of New Zealand’s leading, Provincial Union, Super Rugby and All Blacks players have participated in programmes organised by the Council.
