2026 Council Programme Confirmed Following July SGM
The Council's programme for the coming year has now been confirmed, with a number of changes to note. Firstly, the Heartland Development Series has now changed to include Under 21 age group players, arising from the Central Region Shield competition now being played by Under 20 teams. As a result, the Hurricanes Heartland team (which competes in the Central Region Shield) will now be an Under 21 side, selected from the Series which concludes in Bulls on 2 August.

Both the Boys' Under 16 and Under 18 competitions will feature eight teams in two divisions, with Hawkes Bay RFU entering two teams into the Under 16 Division A contest for the Don Broughton Shield, while Wellington RFU will enter two teams in the Under 18 Division A contest for the John Hornal Shield. Manawatu RFU will host the Under 16 Tournament, which will be held at Whanganui Collegiate School in a reuse of last year's excellent facilities.
The Girls Under 16 and Under 18 Development Camps will again be held in Hawkes Bay, at Napier Boys' High School, with the Girls Under 15 Tournament hosted by Horowhenua Kapiti looking to add a B Division to encourage more schools to participate in 2026.
